Their service dates from 1920 and 1921 respectively
and we need not consider any outside candidates.
As regards the last sentence of the despatch
an Engineer acting as an Executive Engineer in the
absence of a substantive member of the latter grade
would get acting pay and what the Governor must have
in mind is the case when the complement of substan-
tive Executive Engineers is full but none of them
is suitable to take charge of a particular sub-
department of which, in consequence, an Engineer has
to be placed in acting charge. That is the position
which, according to Mr. Woodward's petition, has
arisen in the past/which (see paragraph 26) he expects
and

to arise again if the Governor's recommendations for
promotion are approved. In those circumstances it seems
to be fair that the officer doing the duties of an
Executive Engineer should get at least acting pay
and I would tell the Governor that the Secretary of
State would be prepared to consider favourably any recommendation that he may make along the lines of
